OTTUMWA, Iowa (Tribune News Service) — A second Iraqi War veteran can't have the hobby farm he believes could ease his suffering from PTSD. Roger Foreman appeared before the Wapello County Board of Supervisors to request that his property be rezoned. Right now, it's residential. He has asked for it to be zoned agricultural. Foreman, a decorated former U.S. Army specialist, owns about a dozen acres in Wapello County, outside of Ottumwa city limits. That property is zoned R-1, residential.
